[Trlog] Illinois QSO Party .cfg and .dom files for TRlog

	If anyone is interested, I have created .cfg and .dom files for TRlog to use for Illinois QSO Party.  TR will do everything except calculate final score due to difficulties with the scoring method with extra mults for multiples of 8 Qs for an individual county.  It will keep track of mults worked and assign two points for CW Qs and one point for SSB Qs.  Final score calculation should be easy enough from a summary report and mult distribution report and the calculation can be easily completed in Excel.
