[Trlog] Exchange radios

EXCHANGERADIOS is working fine here with an 
IC-781 and IC-765, both radios at 4800 baud.

I did notice something different with 6.83,
but so far it does not appear to be a problem.

Basically, it seems that the CW keying line
on the parallel port must be "initialized" 
(for lack of a better word) in some fashion 
before it works.

When the program first starts, at least one
of the radios won't key (sometimes both.)
After a few "Alt-R" commands and some paddle
sent dits, both radios start sending CW OK.
All works fine until the next program re-start.

Just wanted to mention this in case someone
else was experiencing this. Again, it does not
seem to be a problem, but it might be confusing
at first.
