Interesting topic.
My thoughts,

If you want to make it fair for everyone change to categories.
1. High power
2. 50w
3. 10w
That way everyone gets to compete on even terms with which ever licence they
hold or category they enter.

Personally I would want to see a 4th category for 100w as well.
Or if adding categories is a pain, award certificates to the highest score.
As it stands the Mr average using 100w and even a large tribander and
dipoles for 40/80 doesn't stand a chance of winning anything as they are
competing directly with the large club station op's.
It's a joke that there's no regular LP / HP type sections, I can't think of
another that doesn't.

As for getting newcomers interested, I presume we mean M3's.
It would appear that 98% of M3's that I have spoke to or listened to have
been class B licensed for the last 20 years. They are hardly newcomers, and
I would guess a very large percentage in that last 20 years have shown
little interest in contesting at either a home or club level. Why should
they start now.
We ought to be careful we don't bend over to far backwards if the effect
will be that we'll lose the regulars.
e.g. no LP/HP sec, scrapping cw next year, etc.

I'm sure the Jubilee contest will be a hit for the op's that adopt the GQ
pfx.
