I understand the thought behind the comment Dave but, if this is HFCC policy, I (and apparently some other subscribers to this forum) would like to have a better definition of 'all the way'.  If this were to be taken literally, all RSGB contests would have to be re-invented specifically for the stated purpose and there does seem to be a move in this general direction, although exactly who is to benefit is unclear since:

"How many M3s have you heard on CW????"

Surely the criterion for organising contests, having ensured that there are some structured and supportive opportunities for those foundation licensees who may want to participate, should be to maximise the general level of interest and participation, rather than upset a substantial proportion of those who are already active?  As for :

"If we, the experienced older hands, don't roll our sleeves up and
help the M3s into contesting and into CW, then we can't complain
when the bandplans get changed and Morse is marginalised"

I don't buy that one at all Dave.  CW activity and contest participation worldwide have hardly ever been higher, with record scores being regularly reached.  Why this is not the case in the UK is an open question but the recent licensing changes and the lack of any incentive licence scheme (another non-PC concept perhaps?) are certainly candidates.  

If the intention behind "all the way" is not to re-structure "all" RSGB contests to bias the level of interest away from traditional supporters in favour of an apparently non-existant minority, please tell us what the HFCC has in mind?
