[UK-CONTEST] NFD notification suggestions

Suggestions:

1) Applaud Dave for trying to encourage the stragglers into entering

2) Applaud Dave for the extra work this will entail

3) RSGB HFCC take note that apparent changing of published rules creates 
confusion and does not engender compliance to other rules (but I have to 
say late notification has always been 'acceptable' and is a really, really 
minor infringement. No-one can, or should, argue with what Dave is doing here)

The only problem I have with any of the postings is Clive's nursing analogy 
that likens G4BUO to 'Matron'   Arghhhhhhhhhh ......
