Like Dave, I too commented on the IEE contribution. I urge all radio
amateurs to do something about this. The whole distribution of internet
through power lines is flawed. It is no more than a form of pollution - RF
pollution. Driven by much cheapness.

It is already here. Trials have been taking place in Scotland and
Winchester and possibly elsewhere by Southern/Scottish Electric.
There must be amateurs in Winchester who are affected, the lack of
any comments from there seems worrying.
Most of the studies have concentrated on interference levels in the
immediate locality, ie adjacent houses. Much harder to quantify is
the increase in general background noise levels at greater distances.
I, like I guess many, suffer from increased noise levels on 80m in
the evening which may or may not be related. It is extremely
difficult to associate this type of noise with any particular
interference source, so the promise that individual interference
cases will be dealt with is hardly any comfort.
Any amateurs in Winchester on here who would care to comment?
The IEE made a submission on this, S664, which contains comments from
many amateurs including myself and is interesting reading. I don't
