The similarities to speed limits extend a long way. The RA seems to take 
the same attitude to the power limits as the police do to exceeding the 
speed limits. In both cases, what the authorities say is not the same as 
what they actually do... and we all have to live in the grey area in 
between.

Like the AA and the RAC, the RSGB are caught awkwardly in the middle.

The last I heard, the RA just didn't want to go anywhere near this area. 
That is not surprising, because like the police, they themselves would 
have nothing to gain by raising the limits, but much to lose. Since RSGB 
knew they had no realistic hopes of pushing them into anything, they 
decided to conserve their brownie points for more productive uses.

On the brighter side, someone reported having a relaxed and friendly 
conversation about high power with the RA representative at a rally. 
They were both having to leave a lot unsaid, but they understood each 
other's position perfectly. The RA person was clearly comfortable about 
it - but of course nothing would have induced him to *say* so.
