you make will upset some people. Sometimes this is just down to the UK
resistance to change gene; sometimes it is because they are genuinely
dis-advantaged. However, we have to be really clear that there is no such
thing as a level playing field - just a somewhat bumpy one and any changes
that you make should advantage more people than they dis-advantage. Changes
have to be tried before a decision can be made as to whether they were good
or bad. The committee has to take a hard line over what bit believes is
right (based on evidence rather than just opinion), take the flack (if it's
not overwhelming - i.e. their decision making criteria are solid), make the
changes and then test and propote the thing for 1/2 years.
I do believe that this would encourage a more healthy interest in HF
contesting in the UK, along with a better UK participation in the
international community. Would be good to see some more moves in this
direction.
