[UK-CONTEST] Ofcom responses.

I can confirm that Ofcom are swamped with the responses received during
the last week or so of the consultation.   It is likely that it will
take some time before all the responses are posted.

If Chris is lucky they will still accept late responses, based on
previous experiences.
