It's no problem to look inside the PSU, if only to confirm that it isn't 
worth repairing.

My RadCom articles of a few months ago show where the major components 
are. (BTW, you may find that your 13.8V SMPS for the radio looks 
uncannily similar. My Astron 35A SMPS  is nothing else but a PC PSU with 
a few mods.)

Prime candidates would be the mains fuse inside the PSU itself, the 50Hz 
bridge rectifier and/or one of the two big caps. If it's anything more 
than that, it probably isn't worth repairing anyway.
