Cannot agree with you there Dave.  The whole idea behind these events is to
incentivise clubs to get more members active.  So even someone with a few
QSOs feel they are contributing to the club effort and can see their score
improve as they gain more experience.  After a lot of discussion, feedback
and lessons learned, on this occasion I reckon the HFCC have it about right.
