[UK-CONTEST] 80mcc finetuning (longish)

How about defining "NEW" stations as those who have sent in an official
entry to less than a certain number of (RSGB?) contests?

I.e. Once you have entered more than "X" contests you cannot reasonably
be regarded as "NEW".   Could these new operators then be worth double
points in certain contests as an incentive to QRQ operators to work them
properly?

Having said that the Club contests seem to work well, but I have to
confess I am very reluctant to work QRS stations for the very reasons
outlined.

Cannot agree with you there Dave.  The whole idea behind these events is
to
incentivise clubs to get more members active.  So even someone with a
few
QSOs feel they are contributing to the club effort and can see their
score
improve as they gain more experience.  After a lot of discussion,
feedback
and lessons learned, on this occasion I reckon the HFCC have it about
right.
