Interesting idea in principle but there are some possible issues:

 - How to identify said "NEW" stations on air without infringing licence
regs?
 - Administration within the (now somewhat dispersed) HFCC to determine how
many contests anyone had actually entered
 - People might mark themselves down as "NEW" in error, due to misreading
the rules, miscounting or (lets face it) try-on.  What then happens to the
double points you spent valuable time in good faith earning?
 - Does any scoring benefit accrue to the "NEW" entrant?

Just applying a benefit to QRS QSOs might be impractical to police/enforce,
although the new WiNRADiO receivers can record at IF.  From the recording
you can tune around and demodulate with narrow filters anywhere within the
IF band.  Any volunteer QRS police?
