Exactly Steve. At a contesting forum at the HF Convention 2 years ago (I
think), I asked the HFCC to consider, even on a trial basis, a combining the
two into a joint-modal event as you describe. I think the first weekend in
October would be right and I am sure there would be a crossover in that some
entrants doing one mode might try the other mode move some mults to their
mode etc.
I detected some slight nodding of heads but interest stopped at that point!

I can only suggest that it is time to consider some changes to the contest
to give people the incentive to be active. The most obvious change I can
suggest is to combine the SSB and CW legs of this event for the first
weekend in October, i.e what is now just the SSB leg. There appear to be
few other contents going on during this weekend, particularly on CW. There
could be awards or trophies for SSB, CW and Mixed as well as for Overseas
entrants. The impact on the rest of the amateur radio world, i.e. the
non-combatants is minimal since this contest covers only 21 and 28 MHz.
