Bob,

Should we really come out in the open and say that the regulators do not 
have the manpower, capability or inclination to investigate possible 
cases of interference caused by high powered stations in the Amateur 
Service, therefore having lower power limits alleviates the possibility 
of this happening!   Anything for an easy life..........(but we knew 
that anyway)...
