Being someone who couldn't run 100watts if they tried <smile>

Surely the point should be that IF  someone is on the air and NOT
submitting an entry  [ in which case they should then be limited to 100
watts or less, to comply with the rules/spirit/whatever] 
What is to stop them running the full 396 watts allowed on the band if
they choose so to do ?

The rules of any Contest can only apply to those who submit an entry.
