There are at least two more options you didn't mention in your post a 
while ago

4. Close down the cluster network

5. Feed so many bogus spots into the network that it is rendered 
completely useless

If you succeed in ruining the sport of contesting for me and many many 
others by getting all contest sponsors to allow cluster in all sections 
then I will lobby hard for (4) and if that can't be done I would give 
serious consideration to (5).
