After doing that to download a shiny new .pdf licence follow these steps:

Click on your licence to highlight it then select "validate". Now click 
on your just validated licence and select "edit" - don't edit anything - 
keep clicking continue until you can go no further and then wait while 
your licence is prepared, once that is completed you will now find you 
are able to download it.
