I don't.
Basically, I see no point in the S&P station sending their call twice,
once when calling the running station and *again* before sending the
exchange.
The only exception to this is in a situation where you have two stations
very close (probably fighting for the same freq) CQing and they both
come back to the S&P station who called. In such a situation, I might
send the callsign of the station I'm trying to work twice so both
stations know who I intended to work.
I wonder which WRTC teams will send their call twice?

A very large [and incorrect] assumption. And I personally find such
pointless arguments put me off said events.
