Remember there is no limit to the number of teams participating from any one
club, so reducing the number in each team does not necessarily discourage
newer members. The rules say up to 5 members in one team, we only had 2
members participating but really to contribute to the event rather than
compete. I'm all in favour of reducing the team size so that smaller clubs
can compete. I have a feeling the 5 member limit is an attempt to keep CW
alive in clubs by forcing existing CW ops to bring new operators onto the
mode.
