[UK-CONTEST] Draft of new licence

Clive,

Unfortunately the figures weren't audited as they were channelled 
through the various special interest groups represented on the Spectrum 
Forum.   As to vanity callsigns I have no idea as to how many people 
have requested this facility but at least one other member of this 
reflector can confirm a paper on this subject was submitted to Ofcom 
some time ago.   Until the BR68 or its successor is finalised 
discussions on other relatively minor matters :-)  are on hold.
