I wonder 'who' exactly constitutes the RSGB in this context.

I would have thought that it comes under the auspices of the HFCC -
which is 'part of' the RSGB, being one of their commitees. Specifically
the H F Contest Commitee.

Have you contacted the HFCC Chairperson on this matter ? Or would you
expect it to be organised by the Editor of RadCom ?
