I too am perplexed by this.
I had imagined that in the case of use of an HQ call for an HF contest, the
matter would be delegated to the HFCC, who would in turn appoint an event
co-ordinator. I had further assumed that as Dave, G4BUO is an HFCC member
and was the event co-ordinator that he was the said appointee.
Perhaps I'm missing something.
