This doesn't actually answer your question, but while talking to some DLs at WRTC I was told that there are a number of very popular internal DL awards which run in parallel with the IARU contest. There is an award for the station which can work their HQ station on all bands and modes, and an award for the first to do it, and an award for the person who does it the quickest. I don't know who sponsors these awards (or whether they are paid in cash), but they generate a LOT of internal DL activity. These Q's are not worth much points on their own to an HQ station, but 9000 of 19000 would! It also keeps an HQ station busy, which of itself can generate interest/pile-up.

I don't know the answer to your question but a query to one of the prominent
DL contesters might reveal something.

It's pretty clear that flag waving is the biggest influence on outcome for
HQ stations.

In 2005, 9000 of the 19000 contacts made by DA0HQ were with DL stations.
That's a massive 47%.  I don't have access to the GB5HQ log for 2005 but
perhaps someone who does could make us aware of the equivalent contribution
to the QSO total.  Dramatically less I have no doubt.

If competition between HQ stations is to gain any level of credibility, then
steps to counter the flag waving effect are essential.  Without these, the
only significant criteria in determination of outcome is amateur population
in territory served and there isn't a whole lot can be done in a 24 hour
contest to affect that ;-)
