I don't know the answer to your question but a query to one of the prominent
DL contesters might reveal something.
It's pretty clear that flag waving is the biggest influence on outcome for
HQ stations.
In 2005, 9000 of the 19000 contacts made by DA0HQ were with DL stations.
That's a massive 47%. I don't have access to the GB5HQ log for 2005 but
perhaps someone who does could make us aware of the equivalent contribution
to the QSO total. Dramatically less I have no doubt.
If competition between HQ stations is to gain any level of credibility, then
steps to counter the flag waving effect are essential. Without these, the
only significant criteria in determination of outcome is amateur population
in territory served and there isn't a whole lot can be done in a 24 hour
contest to affect that ;-)
