They don't say you can leave it to someone in your will - they say
that your executors can give Ofcom permission to re-assign it. Just
like phone numbers, callsigns are not owned by the assignee, but the
assignee's wishes are taken into account.
I don't really think the position has changed from recent practice,
it's just been formalised for clarity.
