OK - let me attempt to give a definitive answer for CC
where the Start time is 20:00 and the End time is 21:30

That means the contest starts at 20:00:00 and ends 
(is finished) at 21:30:00 - it lasts exactly 90
minutes.

If you start (call CQ or log a QSO) before 20:00:00
you're breaking the rules.  If you continue, or log
a QSO, after 21:29:59 you're breaking the rules.

Therefore, 21:30 is out of time.
