[UK-CONTEST] OT - Ofcom licensing .

I seem to recall when we were negotiating Special Contest Calls about 12 
years ago, we were a year behind the Belgians, so nothing changes!

Ah, those were the days eh, Chris. Numerous phone calls from WOJ wanting 
to know what progress had (or rather hadn't) been made!
