2.3 Ofcom will also transfer a call sign from a deceased radio amateur to another radio amateur.
2.4 Ofcom will require a letter of instruction from the call sign holder's executor (or administrator) as evidence of consent.

Transfer is then possible from a executor or administrator of the estate, or in the case of a long-deceased amateur, long after a Last Will & Testament has been executed, then a surviving relative. So I don't think anything has changed then?

This seems to end any chance of callsigns of long-deceased UK amateurs being re-allocated in the future.
