[UK-CONTEST] Cluster Talk Command

They've always been supported by spider, cant speak for the other 
cluster software. Spider even supports 'CHAT' which is what all the 
senders of the ANN/FULL chit chat should be using instead.

TALK [Callsign] [message]

TALK [callsign]
Everything typed is sent to [callsign]
/EXIT   to quit

This only goes to pieces when the displayed node configuration is wrong, 
the person you want to send a message to may not be shown as being 
logged in whereas he is, or he may be listed whereas he's not.
