As Ian has said there is plenty of room for sensible interpretation and 
Ofcom are not going to be worried as long as there is no harmful 
interference caused.   I must admit to a touch of 'tongue in cheek' when 
replying to the original email.   I suspect the number of people 
initially wanting to avail themselves of these facilities will be 
relatively small although the number of variations on a theme seems to 
be growing.
