Actually not - the rule says 'active use...to assist an entry'. We
worded it this way especially to avoid restricting the use of the
cluster to spot DX on the band during the contest, which many entrants
like to do. Fundamentally the rule is 'don't spot yourself or stuff
you work on your frequency'.
