As you say this does crop up from time to time and I would tend to agree 
with your thoughts on the segment.

The due process for change would be for a National Society to prepare a 
paper for the next Regional Conference.   Subscribers to the C4 
Reflector -  http://uk.groups.yahoo.com/group/ukc4discussion moderated 
by John G3WKL (with myself as backup) may have already seen the call for 
papers which need to be into the RSGB by the end of October.   This is 
an open forum and encourages discussion of subject papers before papers 
are sent to the Region 1 Secretariat.

A similar forum exists for those that operate above 30 MHz.
