[UK-CONTEST] RSGB letter

I know the writer of the letter about VHF NFD quite well and immediately  
sent him an email pointing out that he was wrong. I tend to agree that the  
letter should simply have had a direct response. A glance at the past  
results wuld have shown him that he was wrong.

Intestingly he responded to say that it was pretty hard to understand the  
Rules as published on the VHFCC website. I tend to agree. The are so  
fragmented that it takes quite a while to figure out what applies to each  
contest.
