[UK-CONTEST] The dreaded WAE-CW QTCs!

It's a few years since I entered WAE CW, so things may have changed.  I have 
checked my log for the 2003 event.  My claimed score was 2,359,048 and my 
adjudicated score was 2,299,296.  A loss of 59,752 points.

Of the 2245 QTCs sent in total, 526 of these were sent to 56 stations who 
subsequently failed to submit logs.  This would have resulted in loss of 
275,624 points had I not been awarded points for QTCs sent to these folks. 
Multiplier total was 524.

I believe that points are awarded to senders whether the recipient enters a 
log or not, unless there is evidence the QTCs are bad.  E.g. Bad match to 
QTC received or recipient is a unique.  I don't know what happens if the 
recipient's call is busted but the QTCs are good.
