[UK-CONTEST] Short Contest CAll NOV Changes

OFCOM have been quick off the mark. These changes were agreed in the last
couple of days thanks to Justin G4TSH who manages the SCC process on behalf
of the RSGB Contest Committee. There were, I gather, a number of renewals
waiting to go out (including the one John G3LZQ refers to) and OFCOM have
obviously got the wording changed in time to reflect the changes. The
changes do, of course, reflect through to existing holders of SCCs.
