[UK-CONTEST] Short Contest CAll NOV Changes

Thanks Don, and Justin. Good work. I recall advising Ofcom in 2006and 
2007, but never contacted since regarding where I was operating Gu8D and 
G8D from.

As John said, the Russian Contest is a great contest. I tried multi-mode 
in 2006 but found it hard to break through the walls of Russian speaking 
ops, so I will stick to CW in the future. Nice to be able to use G8D in 
that one.
