You need to ask the sender to add the correct commodity code on the out side
of the package.
There's a nice list of suitable ones on this site:

Reclaiming funds back is easy enough, but you'll have to provide proof that
the item relates to the code, items suit as copies of the manual, or, data
downloaded from the providers web site.
With the ?/$ ratio as it is, it's silly not to buy from the states. :)

If that is a kit or radio related, I understand there is no duty payable,
only VAT - I'd go back to customs and try for a refund.
