Chris,

You didn't really read the rules correctly, 

Restricted section  says "not exceeding 11m above ground at its highest
point".

Open section however says "but the maximum height must not exceed 20m".
Makes no mention of the position on any tower it must be relative to ground
level. Most antennas we have used in the past did not exceed 1m in height
let alone 20!

Yep, antenna mustn't exceed 11m at its highest point, masts can be as 
high as high as you want.
