I did not wish to start this debate and, for the sake of clarity, we use 
telescopic masts which are only 11m high in any case.  One needs to read the 
rule in full.  "One antenna only which must be a single element having not 
more than two elevated supports and not exceeding 11m above ground at its 
highest point".  My reading is that the 'it' refers to the antenna, not the 
masts.
