To do this safely and to comply with the "whistle test" you can use a 
device called a Petzl Traxion. The device attaches to a ground anchor or 
anchor point with a sling or rope and ears.

That way you can pull the rope hand over hand and if you need a breather 
you can just stop pulling.

If you need to lower, you move a small lever on the traxion to allow the 
rope to run free, generally I would first take the control rope through 
a karabiner with an Italian hitch, with this set-up you can *easily* and 
safely lower 400Kg with just two fingers.
