I think you will find that Ofcom are having one of their periodic
rethinks about the multi callsign situation and that with the exception
of contest calls it maybe a policy of one call per person. The
existing system distorts the statistics and Ofcom do not actually know
how many licensees there are out there.
Yes the Home Office does use the M2 prefix and all the MP, WB, XW
callsigns heard should be prefixed with this, however I am not aware of
the M4 prefix being used.
Mind you I still remember M2GWX which used to be the Interpol callsign
of Scotland Yard and was regularly heard on 80m.
