I'm trying not to get too involved in this debate as I have abandonned 
VHF and gone back to HF, but it occurs to me that you could level the 
playing field a bit by having a km/W scoring system.  The contest 
exchange would include the power output, and the points scored would be 
the distance in km divided by the sum of the powers of both stations.  
You could see the effect of this by re-scoring some past contests to see 
how things might change.  What you want is a system that rewards both 
operator skill and technical ability, not just the biggest station 
nearest to Europe.
