[UK-CONTEST] Possible breach of IARU rules caused by GB7HQ operators

Have you ever listened to the HQ stations, Mike? Do you really think
that what they get up to for 24 hours of the contest would ever be
ruled illegal? Getting your callers to fill band/mode slots is a major
part of the operating strategy. GB7HQ is by no means the most robust
at this (unfortunately).
As has been pointed out, an HQ station is one 'station', not a
collection of individuals.
