I'm surprised that you are suggesting that the odd shorter contests may help interest.  I'm no longer active on VHF or UHF but looking at the VHFCC calender there seem to be numerous short contests provided. 
 
There are regular short VHF/UHF contests on Tuesday evenings along the lines af the 80m CC contest and several slightly longer contests (3hours) on Saturday morning.
 
I wonder what the level of support is for these contests?
