If this is true, and sadly in my experience it is, then who is to blame?
Those who don't know how to 'operate'?
or, Those teaching them the requirements of holding a licence?
In respect of participation - In my own experience (historically) HF
contests were predominantly manned by the 'older amateur', VHF/UHF was
frequently the preserve of the younger element, the constructor /
experimenter.
Perhaps the demise of these latter two categories has played its part or
perhaps those actively involved in contesting are failing to enthuse
newcomers?
