[UK-CONTEST] Strange signals on 28 MHz

There has just been a load of FM come up on 28006 on top of the beacons, in 
Spanish I think - presumably the fishermen.

Apart from complaining (Via RSGB ntruders) to URE/IARU I imagine there is 
b****r all we can do, since their RX/TX spacing will be small and the 
signals correspondingly strong.  It's over S9 here!!!
