[UK-CONTEST] QRP contest

Hi All 

Although not in the contest, I worked just a handful of stations and I gave
my power as QRO.  I was rather surprised to call and then make a QSO with
one portable station who then asked me "how about 10W?" presumably to get
higher points!  Ever obliging, I turned my power down (In fact to far less
than 10W) and had replacement QSO with him.  Was he bending the rules or
just being enterprising?
