Are the figures:

the number of licences held i.e. Full + Inter + Foundation

or the number of licence holders? 

A significant number of individuals hold more than one licence with many
holding two class A (Full) calls.

Just highlighting what appears to be a worrying trend. It was discussed  
here a short while ago and I thought that some figures might be  
interesting.
