[UK-CONTEST] Vanity Calls

I note in August Radcom that the Orkney Radio Club will be operating a 
Special Event Station over two weekends 22-24 and 29-31 August using 
GS8R. Doesn't mention anything about contest activity yet I would have 
thought G*8R comes under the Special Contest Callsigns banner.  Maybe 
the rules have changed?

I am the keeper of Central Contest Association's M0CMU and we have G*8D 
allocated so maybe I can use that outside of contests now? I can't 
recall seeing an announcement.
